At the 8th Digital China Construction Summit recently held in Fuzhou, Fujian Province, a series of new digital technologies and products were eye-catching, and the data of new highlights and breakthroughs in China's digital economy development released at the same time were also eye-catching. Today, the digital development in China has achieved remarkable results. It can be said that from industrial upgrading to daily life, digital has been lingering around us. This year marks the 10th anniversary of China's promotion of the construction of digital China. How has the construction of digital China progressed in the past 10 years? How can we use digital to shape a new form of production and life?

Not long ago, at the 56000 square meter experience site of the 8th Digital China Construction Summit, a series of the latest digital technologies such as artificial intelligence, 5G communication, and embodied intelligence gathered here.

When the Fuxing "driver" simulated driving a 350 km/h EMU train and saw the AI calligraphy robot splashing ink... Entering the on-site experience area of the summit located in Fuzhou Strait International Convention and Exhibition Center, a large number of new digital technologies and new products appeared in clusters, attracting the audience to stop and watch. As a digital frontier technology innovation display and application platform, the Digital China Construction Summit not only stimulated the innovation boom, but also made Fuzhou, the host city, obtain the dividend of digital economy development.

Guo Ningning, member of the Standing Committee of Fujian Provincial Party Committee and secretary of Fuzhou Municipal Party Committee: The holding of the 8th Digital Summit has brought an all-round and deep positive impact on the development of Fuzhou, Fujian, and comprehensively enabled high-quality economic and social development. Many leading enterprises in the digital economy have laid out in Fuzhou, and the digital industry projects continue to be launched. Fuzhou has launched more than 900 digital projects, with a total investment of more than 770 billion yuan, driving the scale of Fuzhou's digital economy from 280 billion yuan in 2018 to 790 billion yuan in 2024.

The exhibition of innovative technology at the summit is a microcosm of China's acceleration of leading the development of new quality productivity with cutting-edge technology in recent years. This year marks the 10th anniversary of the establishment of digital China. In 2015, General Secretary Xi Jinping first proposed to promote the establishment of digital China at the opening ceremony of the Second World Internet Conference. At that time, a new round of scientific and technological revolution was in the ascendant. The new generation of information technology and digital economy, such as 5G and big data, had become the key driving force and important engine for global economic development. Accelerating the construction of digital China was an inevitable requirement to conform to the trend of the information age and seize the commanding heights of future development.

Wu Hequan, Academician of the Chinese Academy of Engineering: Digital China is actually a relatively broad concept. The base is the digital infrastructure, which supports the digital economy, digital society, digital government, digital culture, and digital ecology, equivalent to the digital transformation of the whole society.

In the past 10 years, the construction of digital China has achieved leapfrog development. China's digital economy has achieved rapid growth and become an important engine to promote economic development. The scale of China's digital economy is expected to jump from 18.6 trillion yuan in 2015 to more than 60 trillion yuan in 2025, accounting for more than 45% of GDP from 27%. The annual transaction scale of mobile payment exceeded 600 trillion yuan, and the number of Internet users increased from 688 million to 1.12 billion.

In the past 10 years, the construction of digital China has been able to achieve such leapfrog development, which is behind the leapfrog development of digital infrastructure, such as the "digital base". In the past 10 years, China has built the world's leading optical fiber network and mobile communication network. By the end of 2024, there are 4.251 million 5G base stations in China.

Wu Hequan, Academician of the Chinese Academy of Engineering: The number of mobile base stations has increased 27 times in this decade, accounting for 60% of the global 5G base stations. The monthly data traffic of each user has increased 24 times in this decade. In the past 10 years, the proportion of broadband 100M users has reached 95%, 20 times that of 10 years ago. The download rate of China's broadband has also increased nearly 20 times over the years. The international speed measurement companies measured the broadband download rate of our country, which was 261M (per second) at the end of last year, the world average was 99.9M (per second), and China was 2.6 times the world average.

In the past 10 years, China has achieved coordinated scheduling of computing power from the east to the west through the "big channel of computing power" plan. By the end of 2024, the scale of intelligent computing power in China will account for more than 30%. Data has become a new important factor of production. In 2023, the National Data Bureau was established, and more than 20 provinces and cities nationwide have carried out public data authorization operations.

Wang Xudong, Director of the General Department of the National Data Administration: The National Data Bureau adheres to the main line of market-oriented configuration reform of data elements, focuses on transforming China's massive data advantages into new national competitive advantages, deeply implements the digital transformation project, gets through the difficulties in data circulation and use, and fully exploits the potential of data elements. In 2024, the data production will reach 41.06 zebytes, with a year-on-year growth of 25%. The new computing power of the eight hub node areas will account for more than 60% of the new computing power of the country.

The biggest advantage of data as a new type of production factor is that "number multiplies everything". In the past 10 years, another important achievement of the construction of digital China is the transformation and upgrading of the digital enabling industry. From traditional industries to strategic emerging industries and future industries, data is accelerating the empowerment of thousands of industries.

Fuzhou Changle is one of the largest lace industry clusters in China, with an annual production capacity of nearly 1 million tons, accounting for about 70% of the country. In recent years, the digital transformation of the textile industry is surging here, and this traditional industry has shown new vitality.

Lace is a kind of textile, which is often used for decoration of clothing and household goods. Xiao Weimin is the head of the Information Department of an old leading enterprise producing lace in Changle, and has witnessed the whole process of digital transformation of the enterprise. He told reporters that in the past, enterprises highly relied on human operation from production to testing. Traditional human operation is easily affected by fatigue, skill difference and other factors, leading to fluctuations in production efficiency and quality.

In recent years, with the intensification of price competition in the international chemical fiber market, and the market's increasing demand for personalized consumption and greening, enterprises once failed to keep up with the pace of market development, and transformation is imperative. As a result, the enterprise realized standardized production and greatly improved production efficiency by introducing equipment systems such as automatic tube dropping, visual inspection, automatic packaging, and intelligent storage. It also realized real-time analysis of production, sales, and financial data through "digital brain", improved production technology, and effectively reduced costs.

Data shows that at present, China has built more than 30000 basic level intelligent factories, more than 1200 advanced level intelligent factories, and more than 230 excellent level intelligent factories, covering more than 80% of the manufacturing industry categories. The product development cycle of excellent level intelligent factories has been shortened by 28.4% on average, and the production efficiency has increased by 22.3% on average. The integration of data and reality will be further accelerated to improve the quality and efficiency of the industry.

Wu Hequan, Academician of the Chinese Academy of Engineering: The greater benefit of the digital economy is to serve the real economy. By improving production efficiency, improving production quality, reducing energy and material consumption, optimizing the supply chain, and better serving the market and users, it will actually make greater contributions. Now, digitalization has been integrated into the whole economic and social chain.

In the 10 years since the construction of digital China, in addition to making digital deeply integrated into the whole economic chain and promoting industrial quality and efficiency improvement, digital has also been truly integrated into our lives, and digital life services have become accessible.

Chen Changying, 65, a resident of Yubei Community, Guanyinqiao Street, Chongqing, has something bothering her these days. Her beloved shoes have broken, but she can't find a nearby place to repair them. She remembered the app "Yukuaiban" on her mobile phone. After opening it, she followed the "15 minute life map" to find the place to repair shoes.

In daily life, craftsmen who repair zippers, shoes, and keys often appear as mobile stalls, which may seem inconspicuous, but it is difficult to find them when they use them. Some common map apps cannot cover all of these stalls.

The app used by Chen Changying is a digital life service product of "15 minute high-quality life service circle" created by Chongqing. The purpose is to realize information sharing and facilitate the daily life of residents within the range of 15 minutes' walk by relying on data collection. Access to information in such a digital life circle not only makes "minor repairs and supplements" more convenient, but also makes people's livelihood affairs faster and faster. Recently, Ou Dongsheng, a community resident, wanted to start a business and open a cafe.

What information and procedures do you need to go through to start a business? It often bothers new entrepreneurs like Ou Dongsheng. Now through the online application of "15 minute high-quality life service circle", he can quickly find out the business license process and required materials, and get the business license one day after submitting the application.

During the 10 years of the construction of digital China, from digital cultural tourism, scientific and technological life to digital governance, digital life has gradually become an indispensable way of life in Chinese society: since 2024, 51 million pieces of "efficiently doing one thing" have been handled; Iterative upgrading of smart education public service platform; The number of Internet hospitals has exceeded 3300, and the telemedicine service network has covered all cities, counties and districts in the country. Today, with the further development of digital technologies such as 6G and AI, the construction of digital China will continue to add strong impetus to production and life.

The decade of digital China construction is a decade of vigorous development of digital economy and continuous consolidation of digital infrastructure. The relevant system is constantly improving, and the institutional mechanism is also accelerating. The momentum of the digital economy continues to increase, the effectiveness of the digital government continues to improve, and the construction of the digital society is in full swing. Standing at a new starting point and facing the opportunities and challenges of the new era, we should continue to promote the deep integration of digital technology and various fields, so that the digital economy can continue to glow, and the achievements of the construction of digital China can better benefit all people.
