Quanzhou Shoe Enterprises Take Advantage Of ASEAN'S "Zero Tariff" Preferences

Affected by the "zero tariff" preferential policy of the ASEAN Free Trade Area, Quanzhou exported $310 million to ASEAN in April, an increase of 71.39% over the same period last year.

According to industry sources, recently, there are several shoe manufacturers in Quanzhou planning to establish factories in ASEAN countries such as Vietnam and Burma. Through the ASEAN, the preferential trade between China and ASEAN will be extended to more countries and regions through policy superposition.

Sharing zero tariff policy

In recent years, the consumption potential of ASEAN market has become increasingly prominent.

According to Quanzhou customs statistics, in April, our city and ASEAN's foreign trade import and export amounted to US $118 million, an increase of 106.7% over the same period last year, of which, exports were US $93 million, up 100.45% over the same period last year, and imports of US $25 million increased by 133.6% over the same period last year.

"Powerful Quanzhou enterprises can consider setting up small processing plants in ASEAN countries such as Vietnam and Philippines. Apart from digging deep into the local market, they can also share" zero tariff preferential policies signed by ASEAN and other countries. "

Quanzhou customs officials said that at present, apart from China, ASEAN has also implemented import and export zero tariff policy with four countries such as Japan, Korea, India and New Zealand. The products of Quanzhou can enter the four countries by way of ASEAN.

Take Japan as an example, Japan has imposed an average import duty of 10% on most of Quanzhou's products. If Quan enterprises set up their factories in Vietnam, they will export our products to the semi-finished products of ASEAN for two times, and use the cheap labor force of the country to reduce costs. At the same time, they can get the certificates of Vietnamese origin, and import products into the countries and regions that Japan and India have signed preferential trade agreements with "ASEAN" as a "zero tariff".

Higher trade threshold

It is reported that in the ASEAN countries set up factories, the city's products in addition to "zero tariff" into Japan, South Korea, India and other countries, products can also bypass the direct export to Europe and the United States and other countries have to face the higher trade threshold.

The universal preferential system is a preferential tariff system granted by developing countries to developing countries.

In recent years, the EU and Japan have adjusted their GSP schemes one after another to reduce tariff preferences or even eliminate concessions for some of our products.

On the contrary, developed countries such as Europe and the United States still offer tariff preferences to ASEAN countries.

The chief of the inspection and Quarantine Bureau of Quanzhou inspection and Quarantine Bureau analyzed that with the development of China's economy, the export of "manufactured in Quanzhou" to these developed countries in the future will face the situation of raising tariff threshold.

"Japan, South Korea, Europe and the United States and other countries have different criteria for judging whether the products from ASEAN can enjoy the tariff preferences offered by their own countries.

Quanzhou enterprises that have plans to set up factories in ASEAN countries should pay special attention. They are not going to ship products to ASEAN. After simple packaging, they can enjoy preferential tariff policies granted to ASEAN countries by other countries.

Xiao Ke reminds us that if a country makes a provision, the goods produced or processed in a ASEAN country need to be produced in the local materials, and the value of these materials will account for no less than 40% of the cost of goods, so that they can enjoy "zero tariff" preferences.

Before choosing a factory in an ASEAN country, the enterprises in our city must first understand how much proportion of local raw materials are needed for production, so that products can enjoy preferential tariff rates offered by other countries.

These information enterprises can inquire from the Internet, or consult experts who are familiar with the relevant laws and regulations of the local authorities.
